Performance Plan and Regulatory Agenda

The State Measurement for Accountable, Responsive, and Transparent (SMART) Government Act (Colorado House Bill 10-1119) established a performance-based budgeting system for Colorado. Section 2-7-201, et seq., C.R.S., requires departments to create performance plans that describe their strategies, goals, and measures by which those goals will be evaluated. History Colorado’s performance plan highlights its most immediate strategic policy initiatives (SPI’s), actions to achieve each SPI, and metrics that will be used to evaluate progress.
